A legislative committee is studying the possibility of changing the processing and penalties for mostly minor traffic offenses. It's yet another of the many cost-cutting ideas prompted by Georgia's continuing budget crunch.
This one is proposed as a way of reducing court and other administrative costs that pile up when traffic charges clog the dockets.
According to a Wednesday report by Walter C. Jones of Morris News Service, 14 other states have tried variations on the idea. Minor offenders -- and defining "minor" should be an important part of the debate -- just pay a fine, in some cases online, for offenses like a cracked windshield or a broken turn signal.
Not surprisingly, defense lawyers are on the opposite side of this from police, prosecutors and most judges. The former think the state should consider "going further," according to David Clark of the Georgia Association of Criminal Defense Lawyers. State Rep. Alan Powell, R-Hartwell, seems to agree, and said there is a widespread public perception that traffic stops are motivated mostly by money: "Every time a law enforcement officer stops someone because they've got a nick in the windshield they get charged with what some of us who are not lawyers call stacking charges, 'stack it up on 'em, pick their pocket.
